Franklin Farm Workforce Study
In December, 2007 NELEA completed a labor study in conjunction with Louisiana Economic Development to determine the availability of Northeast Louisiana’s ability to support the addition of a large number of jobs, such as would be created upon landing a major company on the Franklin Farm Mega Site. The study was independently done by AngelouEconomics of Austin, Texas, a credentialed independent firm specializing in data gathering and interpretation for economic development. This study determined that the area serving the Franklin Farm site can support up to 10,000 additional jobs. It further identified the driving pattern to serve industry and the population and workforce numbers. This valuable tool is a critical part of our ability to market Northeast Louisiana.
Labor Force Availability
- Facility can anticipate 40 applications for every opening.
- The Franklin Farm site provides a labor force of 640,000, within 90 minutes driving time.
- While Richland Parish is a rural area, the parish draws labor from three metropolitan areas, Monroe, Shreveport and Jackson, MS, as well as the State of Arkansas.
- The regional economy is strong and growing, supporting further population growth.
Drive Pattern for Franklin Farm

Regional Demographics
- The populaton for the region increased by over 50,000 people between 2000 – 2005 – an increase of 4%
- Regional population is expected to increase by an additional 30,000 by 2010 – an increase of 3%
- The age breakdown for the region is very close to that of the U.S.
- The 25-44 age group, also known as the young professionals segment of the workforce, is responsible for the bulk of available, trainable new employees.
- From 2000 to 2005, the percentage of residents with a high school diploma improved from 73.7% to 79.3%. The number of a bachelors degree increased from 17.6% to 20.4%.
- The State has increased K-12 funding by $700 million.
